The Meaning of 'passing through' in the Verse and 'there is not one of you but will pass through it'
I read Verses 71 and 72 of Surah Maryum, Which say:
And there is not one of you but will pass through it, This is an inevitable promise that is binding on your Lord, Then We shall save the righteous, and We shall leave the wrongdovers therein kneeling.
"And there is not one of you but will pass through it, This is an inevitable promise that is binding on your Lord, Then We shall save the righteous, and We shall leave the wrongdovers therein kneeling."
Maryum 17:71-72.
I want to know the meaning of these noble Verses, and the meaning of 'passing through it.'

Mai ny Surah Maryam ki ayaat 71' 74 ko parha hai jo k hasb zail hian:
Aur tum mai sy koi (Shakhs) nahi jo jahannum per warid na ho yeh to aik tey shudah baat hai jissay pura kerna tera Rab ka zeema hai phir hum perhaizgaro ko najat dey gay aur zalimo ko is mai ghanto k bal para howa chor dey gay.

Main ne in ayaat kareema mein khas tor pr in mein mazkoor jahannum mein warid hone k maini maloom karna chata hun?

Regarding Fatawa and Ijtihad
Is the door of Ijtihad open for anyone, or are there certain conditions that one must fulfill to be a Mujtahid (one who uses Ijtihad)? And is it permissible for any person to issue a Fatwa, based solely on one's views, without one knowing a clear proof? And to what degree is this Hadith authentic (at least in its meaning):
The most audacious of you in making rulings is the most audacious of you about (entering) the Fire.
"The most audacious of you in making rulings is the most audacious of you about (entering) the Fire."

kia islami aihkaam k silsilay mai ijtihad ka darwazah hr insaan k liye khulla hai ya mujtihad k liye kuch sharait zarori hain? kia insaan k liye yh jaiz hai k woh wazeh daleel maloom kiye bagair mahez apni rai sy fatwa dy? is hadis ki sahet-o-za'af k aitbar sy kia hesiyet hai jis mai yh hai k tum mai sy fatwa deny k liye sab sy ziadah dalair woh hoga jo jahannum jany k liye ziadah dalair ho? "tum mai sy fatwa deny k liye sab sy ziadah dalair woh hoga jo jahannum jany k liye ziadah dalair ho?"
